PA PP Sign Replacement in Singapore:
Your Facility’s Guide to the May 2028 Deadline
There is a deadline most facility managers in Singapore know about but have not yet acted on. The Singapore Police Force updated the official design for PA PP Sign (Protected Area and Protected Place) signs in May 2023 — and every gazetted facility in Singapore has until 14 May 2028 to complete its replacement.
That window looks wide. But for any facility with a complex perimeter, multiple access points, or procurement processes that require advance planning, the time to act is now.
What Triggered the 2023 Update
The current design of the PA/PP signs dates back to 1998 under the repealed Protected Areas and Protected Places Act. It is timely to refresh the signs. The updated design depicts an armed guard at attention position, and is more representative of the posture of guards on duty at the PA/PPs today.
Twenty-five years is a long time for any security communication to go without review. The 1998 design served its purpose, but the SPF’s assessment was clear: the visual language needed to catch up with the reality of modern guard deployment. The updated silhouette — an armed guard standing at attention — is more credible, more authoritative, and more representative of what a visitor to a protected perimeter actually encounters today.
A Practical Replacement Timeline
If you manage a PA/PP facility and have not yet begun your sign replacement, here is a realistic timeline to work backwards from May 2028:
Now to 3 months out: Conduct a full perimeter audit. Walk every access point. Count existing signs. Note their condition, position, and visibility. Identify how many new signs you need and where.
3 to 6 months out: Commission your replacement signs. For facilities with complex requirements — multiple sign types, large quantities, or specific installation conditions — allow adequate production and logistics time.
6 months before deadline: Complete installation and conduct a final compliance check. This gives you buffer time to address any issues identified during inspection.
Working backwards from May 2028, you should be commissioning signs no later than mid-2027. But given that procurement in government-linked and institutional facilities often involves multiple approval stages, the more realistic internal trigger date is considerably earlier.
What the New Sign Must Look Like
The updated PA/PP sign meets these exact SPF specifications:
| Specification | Requirement |
|---|---|
| Dimensions | 1,220mm × 810mm |
| Material | Sturdy aluminium sheet |
| Background | Red (sprayed or printed) |
| Text languages | English, Chinese, Malay, Tamil |
| Caption font height | 50mm |
| Instruction font height | 35mm |
| Text colour | Glossy white |
| Guard silhouette | Armed guard at attention, 400mm × 400mm |
| Border around silhouette | White, 9mm thickness |
| Guard position | Updated 2023 posture |
Every element of this specification is mandatory. A sign that meets most but not all of these requirements is still a non-compliant sign.
Common Mistakes Facilities Make With PA/PP Signs
In our experience producing these signs for facilities across Singapore, we have seen the same errors appear repeatedly:
Wrong substrate material. Using printed PVC or corflute instead of aluminium. These materials may look similar on installation day but degrade significantly faster in outdoor conditions — and they do not meet the specification for “sturdy material.”
Incorrect dimensions. Producing signs at a slightly different size — 1,200mm × 800mm instead of 1,220mm × 810mm, for example — because it fits a standard sheet size. The specified dimensions are not approximations.
Missing languages. Omitting one or more of the four official languages to save space or cost. All four are mandatory.
Outdated silhouette. Still producing signs with the pre-2023 guard silhouette after the update came into effect. Both designs are acceptable during the transition, but any new production should use the 2023 version.
Wrong font treatment. Using non-glossy white text or slightly different font heights. The specification is precise for a reason — these signs need to be readable at distance by approaching members of the public.
The Three-Sign Suite: Are You Displaying All of Them?
Many facilities focus on the primary PA/PP boundary sign and overlook the complete suite. A fully compliant PA/PP installation includes:
The PA/PP boundary sign — the primary red aluminium warning at the perimeter. Updated 2023 design required by May 2028.
The Powers in the Surrounding Area sign — informs the public of the extended powers that authorised officers can exercise in adjacent areas outside the protected perimeter itself.
The No Unauthorised Photography sign — essential for enforcing the photography and videography restrictions that apply to all PA/PP sites. Without this sign displayed prominently, enforcing the restriction becomes harder.
If your facility is only displaying the boundary sign, speak to Signarama CBD about completing your sign suite.
Frequently Asked Questions: PA/PP Sign Replacement
We installed new signs in 2021. Do they still need to be replaced? If they were produced to the pre-2023 design, yes — they will need to be replaced before May 2028. If they were produced after May 2023 and meet the updated specifications, they are compliant for the long term.
Can we phase the replacement across multiple financial years? Yes. The transition period allows for a phased approach. However, we recommend planning the full scope now so that your phasing is deliberate and structured, not reactive.
What if our facility is very large with hundreds of signs? Contact Signarama CBD early. Large-volume orders benefit from batch production pricing and dedicated project management. We have handled large institutional signage programmes and can advise on the most efficient production and installation schedule.
Do the signs need to be professionally installed or can our facilities team handle it? The signs must be installed so they are prominently visible at all perimeter access points. Professional installation ensures correct positioning, secure mounting, and consistent placement across your full perimeter. Signarama CBD provides installation as part of our service.
Is there a certificate of compliance we receive after production? We provide documentation confirming the specifications of the signs produced. For facilities that need to demonstrate compliance to an authority, this provides a clear production record.
